Are there restrictive terms within the agreement/award?

Fundamental Research means basic and applied research in science and engineering, where the resulting information is shared broadly within the scientific community.

The proposed research is not considered “Fundamental” if the sponsor Terms and Conditions of the agreement reference any of the possible restrictions. 

• Foreign Participation Restrictions (see Question 3a)
• Publication Restrictions (see Question 3b)
• Sponsor has specified that the material or information associated with the agreement/award will be export controlled (Question 3c)
• Dissemination of Research results

In summary, any contractual or sponsor-imposed restrictions on foreign participation, publication approval or dissemination of research results negate the status of fundamental research.
