Do the Terms and Conditions of the agreement/award have Foreign Participation Restrictions?

This may either limit the work on the project to U.S. citizens or require sponsor approval of the foreign national(s) prior to beginning work on the project.   

Federal sponsors which may have Foreign Participation Restrictions are currently DOE, NASA and DoD. It is estimated that most federal sponsors will eventually have this or similar language in all future agreements/awards.
