Is the proposed research developing technology, software or data which may be considered dual-use or high-risk for export control restrictions per the Export Administration Regulations (EAR)? Please consider the information below before you answer.
- Dual use: Items that have both commercial and military or proliferation applications. While this term is used informally to describe items that are subject to the EAR, purely commercial items and certain munitions items listed on the Wassenaar Arrangement Munitions List (WAML) or the Missile Technology Control Regime Annex are also subject to the EAR (see § 734.2(a) of the EAR).
- Export Administration Regulations (EAR): Regulations administered by the Department of Commerce that regulate the export of goods and related technology identified on the Commodity Control List. They cover dual use (civilian and military) technology.
